Outsider candidate, Rodrigo Duterte, disrupted the Philippines’ stagnant political system when he won the 2016 presidential election. As the “war on drugs” death toll rose, Rappler, an independent news source, launched an investigation into the suspicious killings and uncovered a war on the poor.
